A Strategic Framework of e-Government: Generic and Best Practice

The paper starts with the introduction part. This part provides a description of the scope of the problem. In addition, it provides a justification for doing this research. Basically, the introduction discusses briefly the lack of established guidelines to follow in the development of national strategies of e-government. It states that this study will be pointed at analysing a heterogeneous group of national strategies of e-government. Furthermore, it provides justification for the selection of countries in this sample. The aim is to abstract a generic e-government strategy suitable to draw from a strategic framework of e-government that is based on best practice. The next section stresses the importance of such a strategic framework of e-government. It argues the missing benefits of this framework. It clarifies the potential benefits of incorporating such a framework in the national e-government strategies. The paper presents next a literature review that demonstrates a clear neglect of the problem scope and shows a gap in both literature and practice. The research methodology to structure the framework is described next followed by a consensus of what “best practice” is to form a baseline for this study. The paper then presents a structured view of e-government strategies. This view is used as a foundation for structuring the framework. The paper explores each element in the generic abstract of e-government. Vision, strategic objectives, guiding principles, focus areas of e-government and building blocks of e-government are all analysed for common components. The paper gives particular attention to replication. Finally, the paper discusses modularity and how important it is for designing the framework. Based on all the findings at this point, the framework is then introduced. The conclusion summarises the main findings and accentuates the contributions made. In addition, some recommendations are provided. The conclusion also highlights some future work.
